It is possible that this is a reminder to our judges to avoid a superior attitude toward their fellow citizens who they are settling disputes for. As opposed to a hierarchy mindset that believes judges are somehow "above" other citizens, Samuel's movement was "among" his fellow citizens - which promotes human Equality rather than a belief in human Inequality.
- Ezekiel 18:25,29 - in our courts, "the Scales Of Justice" can often be seen.
The sentiment of this symbol is spoken of in this passage in Ezekiel. God says He correctly balances the need for judgment with the need for mercy.
